   日前,全國法制計量管理計量技術委員會發布了《計算機顯示器能源效率計量檢測規則》征求意見稿,并向各位委員和有關單位征求意見。

 
  A few days ago,the National Legal Metrology and Management Metrology Technical Committee issued a draft of"Rules for Measuring and Testing Energy Efficiency of Computer Displays"for comments,and asked members and relevant units for comments.
 
  節約資源是我國的一項基本國策,為節約能源,《中華人民共和國節約能源法》和《能源效率標識管理辦法》明確規定國家對使用面廣的用能產品,實行能源效率標識管理。
 
  Saving resources is a basic national policy of our country.In order to save energy,the Energy Conservation Law of the People's Republic of China and the Measures for the Management of Energy Efficiency Marking clearly stipulate that the State shall implement energy efficiency marking management for widely used energy products.
 
  計算機顯示器是一種人們日常工作、學習和生活不可或缺的顯示設備,也是一種用能產品。國家制定了GB 21520-2008《計算機顯示器能效限定值及能效等級》和CEL-014《計算機顯示器能源效率標識實施規則》,并于2009年3月1日開始對其實施能效標識管理。與這兩個技術文件對應的JJF 1261.6-2012《計算機顯示器能源效率標識計量檢測規則》于2012年發布實施,該規則的發布實施為政府計量部門開展計算機顯示器能源效率標識計量監督檢查提供了有力的技術支撐。
 
  Computer display is an indispensable display device for people's daily work,study and life.It is also an energy product.The State has formulated GB 21520-2008"Computer Display Energy Efficiency Limitation Value and Energy Efficiency Level"and CEL-014"Implementation Rules for Computer Display Energy Efficiency Identification",and started to implement energy efficiency identification management on March 1,2009.JJF 1261.6-2012,which corresponds to the two technical documents,was issued and implemented in 2012.The promulgation and implementation of the rules provide a strong technical support for the government Metrology Department to carry out the monitoring and inspection of energy efficiency identification of computer monitors.
 
  在2015年和2016年,國家分別發布了新版的GB 21520-2015《計算機顯示器能效限定值及能效等級》和CEL 014-2016《計算機顯示器能源效率標識實施規則》,并于2016年10月1日開始實施。由于2015版標準與2008版標準相比,在顯示器的分類、能效等級的劃分、能效參數要求及測試方法上變化較大,對JJF 1261.6-2012《計算機顯示器能源效率標識計量檢測規則》的修訂勢在必行,因為自2016年10月1日后,將無法依據JJF 1261.6-2012開展對顯示器能效標識的計量監督檢查工作。
 
  In 2015 and 2016,the state issued the new edition of GB 21520-2015"Computer Display Energy Efficiency Limitation Value and Energy Efficiency Level"and CEL 014-2016"Implementation Rules for Computer Display Energy Efficiency Identification",which were implemented on October 1,2016.Compared with the 2008 edition,the 2015 edition of the standard has great changes in the classification of monitors,the classification of energy efficiency levels,the requirements of energy efficiency parameters and testing methods,so it is imperative to revise the JJF 1261.6-2012"Measuring and Testing Rules for Energy Efficiency Identification of Computer Displays".Since October 1,2016,it will not be possible to monitor the energy efficiency of monitors according to JF 1261.6-2012.Supervise inspection work.
 
  根據原國家質檢總局計量技術法規制修訂任務的安排,江蘇省計量科學研究院受中國計量協會委托,作為主要起草單位負責牽頭修訂了《計算機顯示器能源效率計量檢測規則》,主要起草單位還有中國計量科學研究院,參加起草單位包括:福建省計量科學研究院,天津市計量監督檢測科學研究院,天津三星電子有限公司,華碩電腦(上海)有限公司。
 
  According to the arrangement of the revision task of the metrological technical regulations of the former State Administration of Quality Supervision and Inspection,the Jiangsu Institute of Metrology,entrusted by the China Metrology Association,took the lead in revising the Rules for Measuring and Testing Energy Efficiency of Computer Displays as the main drafting unit.The main drafting units included the Chinese Academy of Metrology and Sciences,and the drafting units included the Fujian Academy of Metrology and Scienc Tianjin Institute of Measurement Supervision and Inspection,Tianjin Samsung Electronics Co.,Ltd.,Asus Computer(Shanghai)Co.,Ltd.
 
  為了規范實行能源效率標識管理的計算機顯示器能源效率計量檢測工作,依據JJF 1261.1-2017《用能產品能源效率計量檢測規則》的要求,制定本規范。
 
  In order to standardize the energy efficiency measurement and testing of computer monitors for energy efficiency identification management,this specification is formulated in accordance with the requirements of JJF 1261.1-2017"Energy Efficiency Measurement and Testing Rules for Energy Products".
 
  本規范代替JJF 1261.6-2012,與JJF 1261.6-2012相比,除編輯性修改外,主要變化如下:修改了名稱和范圍;調整了引用文件、術語和計量單位;刪除了CRT顯示器能效、亮度一致性的要求和檢測方法;將LCD顯示器劃分為標準顯示器和高性能顯示器,并提出了不同的能效要求;對使用外部電源的顯示器增加了對外部電源能效限定值的要求和檢測方法;將關閉狀態能耗改為關閉狀態功率,并調整了限定值要求;增加了睡眠狀態功率限定值的要求和檢測方法;增加了僅適用于高性能顯示器的水平視角、固有分辨力及色域的要求和檢測方法;增加了檢測設備;修改了原始記錄格式和檢測報告格式。
 
  This specification replaces JJF 1261.6-2012.Compared with JJF 1261.6-2012,except for editorial modification,the main changes are as follows:modifying the name and scope;adjusting the reference files,terms and measurement units;deleting the requirements and detection methods of energy efficiency and brightness consistency of CRT display;dividing LCD display into standard display and high performance display,and putting forward different energy efficiency requirements.The requirement and detection method of energy efficiency limit value of external power supply are added to the display using external power supply;the energy consumption of closed state is changed to that of closed state and the requirement of limit value is adjusted;the requirement and detection method of power limit value of sleep state are increased;the requirement and detection method of horizontal angle of view,inherent resolution and color gamut which are only applicable to high performance display are increased.The original record format and test report format were modified.
 
  本規范引用的文件有JJF 1261.1-2017用能產品能源效率計量檢測規則;GB/T 2829-2002周期檢驗計數抽樣程序及表(適用于對過程穩定性的檢驗);GB/T 8170數值修約規則與極限數值的表示和判定;GB 20943-2013單路輸出式交流-直流和交流-交流外部電源能效限定值及能效評價值;GB 21520-2015計算機顯示器能效限定值及能效等級。

  本規范規定了計算機顯示器能源效率的計量要求、檢測條件、檢測項目和方法、檢測結果評定和檢測報告等內容。
 
  This specification specifies the measurement requirements,test conditions,test items and methods,test results evaluation and test report of energy efficiency of computer display.
 
  本規范適用于計算機使用的液晶顯示器,也適用于主要功能為計算機顯示器,帶有調諧器/接收器的顯示設備。本規范不適用于工程、醫療、工業設備等專業用途顯示器。
 
  This specification is applicable to liquid crystal displays used by computers,and also to display devices with tuners/receivers whose main functions are computer monitors.This specification is not applicable to professional display devices such as engineering,medical and industrial equipment.
 
  本規范適用于計算機顯示器能源效率計量監督檢測,委托檢測可參考本規范進行。生產和銷售顯示器的單位亦可參照本規范進行檢測。接受檢測的顯示器應是生產者自檢合格的產品,或者是銷售者進口、銷售的商品。
 
  This specification is applicable to the monitoring and testing of energy efficiency measurement of computer monitors.The commissioned testing can be carried out with reference to this specification.Units that produce and sell displays may also be inspected in accordance with this Code.The monitors to be tested should be products that are self-checked and qualified by the producers,or goods imported or sold by the sellers.
