【行業新聞】《國家節水行動方案》發布 智慧水務迎來發展良機

   日前,國家發展改革委、水利部聯合印發了《國家節水行動方案》,計劃到2020年,節水政策法規、市場機制、標準體系趨于完善,萬元國內生產總值用水量、萬元工業增加值用水量較2015年分別降低23%和20%。

 
  Recently,the State Development and Reform Commission and the Ministry of Water Resources jointly issued the National Water Saving Action Plan.It is planned that by 2020,water saving policies,regulations,market mechanism and standard system will be improved,and water consumption of 10,000 yuan of gross domestic product and 10,000 yuan of industrial added value will be reduced by 23%and 20%respectively compared with 2015.
 
  根據統計數據顯示,截至2017年底,我國人均水資源量為2074.53立方米/人,僅為世界平均水平的1/4,是聯合國13個貧水國之一,特別是北方和部分東部地區人均水資源量嚴重偏低。而水資源量嚴重偏低的一個重要原因就是跑水漏水現象的出現。據了解,我國的單位管長漏損量為1.86立方米/千米·時,遠高于發達國家的水平。
 
  According to the statistical data,by the end of 2017,China's per capita water resources amount was 2074.53 cubic meters per person,only 1/4 of the world average level.It is one of the 13 poor countries in the United Nations,especially in the north and some Eastern regions.An important reason for the serious low water resources is the emergence of water leakage.It is understood that the unit pipe length leakage of our country is 1.86 cubic meters/kilometers per hour,which is much higher than that of developed countries.
 
  我國共有660多個城市,2500多個縣城和30000多個行政建制鎮,每個城鎮基本上都擁有給水排水系統,要想對跑水漏水現象進行全面監測,并不容易。同時大部分水務管理水平低下,漏損檢測設備的檢測精度和穩定性不高,僅靠儀器設備無法解決大規模管網漏損檢測難題。為此,《國家節水行動方案》提出,要加強大數據、人工智能、區塊鏈等新一代信息技術與節水技術、管理及產品的深度融合。
 
  There are more than 660 cities,more than 2500 counties and 30,000 administrative towns in China.Each town basically has a water supply and drainage system.It is not easy to monitor the phenomenon of water leakage in an all-round way.At the same time,most of the water management level is low,and the detection accuracy and stability of leakage detection equipment are not high.It is impossible to solve the problem of large-scale pipeline leakage detection only by means of instruments and equipment.Therefore,the National Water Saving Action Plan proposes to strengthen the deep integration of new generation information technology such as big data,artificial intelligence and block chain with water saving technology,management and products.
 
  業內人士認為,可以在用水監控信息技術研發、節水產品研發等方面,引入大數據、人工智能、虛擬現實等技術,實現用水及節水管理的智慧化。例如,形成跨行業、跨領域、跨地區的節水大數據組織、分析、存儲、共享、自我學習技術,打造集智能感知、智能仿真、智能診斷、智能預報、智能調度、智能控制、智能處置和智能評價等功能于一體的智慧化節水管理應用平臺等,智慧水務應運而生。有的企業已經在水務行業相關傳感器及智能儀表,供水管網及設備監測控制設備、水務物聯網、水力模型及水務集成智能軟件等領域取得了重要的突破。

  智慧水務可以通過數采儀、無線網絡、水質水壓表等在線監測設備實時感知城市供排水系統的運行狀態,采用可視化的方式有機整合水務管理部門與供排水設施,形成的“城市水務物聯網”,將海量水務信息進行及時分析與處理,并做出相應的處理結果輔助決策建議,以更加精細和動態的方式管理水務系統的整個生產、管理和服務流程,從而達到“智慧”的狀態。
